There are some neighbors on my street who have been rather troublesome, virtually from the day they moved in. From broken windows (bb gun) to verbal threats to petty theft, we've had it all.

Their house is in a very sad state of repair, with broken windows and a porch which is falling off. There is frequently debris in the back yard, and they have a number of dogs which bark constantly.

When I was a kid, if there was a problem like this, a bunch of men from the neighborhood could go talk to the offender and straighten it out. I have tried, and all I get is threats and profanity. I have called the police, and they have not been much help. Any others have this issue? I don't know what to do about this, other than erecting a privacy fence, which I intend to do by next spring.
