Nasty Neighbors

We had new neighbors move next door about 15 years ago. My mom baked them a cake to welcome them into the neighborhood. Everything was fine for the first several weeks. Then, one night we heard a loud commotion going on in their house. We looked out of our window and saw the husband beating his wife. My dad called 911 and police were dispatched. This man was arrested that night and out the next day. Apparently, the police must have told them that we called and from that time on, he has done everything in his power to make our lives a living hell.

My dad was in our driveway and the neighbor came outside. He used a constant tyrade of filthy curse words towards him and my entire family. He jumped the fence into our driveway. He spit on my dad, and yanked his beard 3 times and jumped back onto his property. My dad did not hit him back because he was afraid of going to jail and he is much larger than the neighbor.
The neighbor went on to say he was going to kill us all and that he was going to make our lives miserable till the day we die.

The police were called and he was arrested and he came home the next day. From that time on, on an every day occurrence we could not leave our home without him running up to the property line and threatening us and touching his private parts.

He would blare music until 4-5 am. The police would come and as soon as they left he would crank it back up again. Then he would constantly turn it up and down so the police couldn't catch him. This was so loud that our windows would actually shake.

There were other various incidences of him coming into our yard and assaulting us. He jumped into our truck window one day while we were packing out of the driveway and I had to push him off of me.

He stabbed his dog to death. He ran into our yard while my mom was raking leaves and kicked her 3 times. He also ran up to a truck I was getting into to go to work and he spit in my face. Police were called for most of these incidents but for the most part, nothing could be done because it was our word against his. The police told us to video tape him.
So, I went and bought a video camera. I got him in action on video. I had hours of footage. We had an officer come over and he said that we were provoking the neighbor by pointing the camera at him.
It seemed as though we were in a no win situation.
The neighbor hit a crossing guard with his truck while he was driving drunk. He lost his license.
Finally, his wife left him. While he was home alone, he would have young teenage boys coming and going from his home all hours of the night along with shady looking characters. And, he was driving his van all hours of the night without a license.
He finally ran his van into a neighbors yard on Park Drive and took out a chain link fence. He was in jail for about a month after that.
Then, his wife took him back and things resumed the way they had been - with the insults and threats. One time, he pulled a knife on an officer and he was maced. Another time he spit on an officer and kicked him in the groin. He was home from prison the day after that.
Finally, his wife left him again. She divorced him and is now trying to sell the home. I was thinking about buying it just no make sure no more nuts could move in.
Now, I found out that he is fighting his wife and he doesn't want to sell the house. He seems intent on making our lives miserable. I pray to God that he makes this man move away and never come back. Even though he's not living there now, he drives by and yells at our home. He's the nastiest human being I've ever come across and pity his next neighbor. He threatened to kill several other neighbors around the area and he had his front teeth knocked out when he attacked a young girl in the neighborhood. I had a sister who passed away when she was only 5 and he would constantly make fun of her. The justice system is a joke and every time he would get arrested he would get a slap on the wrist.
